War Trade Department to Foreign Office.-(Received November 21.)

4, Central Buildings, Westminster, November 20, 1917. WITH further reference to your letter of the 24th September last on the subject of the restriction of exports of morphia and cocaine to Japan, I am instructed by the Director of the War Trade Department to state that certain applications have recently been received in this Department for licences to export considerable quantities of codeine to this destination."

In the circumstances, Lord Emmott would be glad to be informed whether Mr. Balfour desires that the restriction on exports of morphia and cocaine to Japan should also be applied to shipments of codeine and other opium alkaloids; if so, it might be desirable to extend the recent notice in the press on the subject of those restrictions, to include all such alkaloids.
